From an Industrial Centre to an Innovation Hub: What the 2026-2030 Governance Programme Means for Businesses in Ruse

On 12 August 2026, the Council of Ministers adopted the Governance Programme of the Republic of Bulgaria for the 2026-2030 period. The document covers twenty policy areas and hundreds of legislative and executive measures. For businesses, however, the more important question is not how many intentions the programme contains, but which of them could have a tangible impact on investment, productivity and competitiveness.

Viewed from the perspective of Ruse, the programme outlines an opportunity that deserves particular attention. The city features simultaneously in plans for national artificial intelligence infrastructure, the development of industrial zones and improved transport connectivity with the rest of the country and Romania. Combined with its existing manufacturing base, the University of Ruse and its cross-border location, these measures could help transform the region from a traditional industrial centre into a better-connected innovation and investment hub.

This opportunity, however, will not arise automatically from the adoption of the programme. It will depend on funding, consistent implementation and the ability of institutions, businesses and research organisations to turn individual measures into a functioning regional ecosystem.

A Strong Industrial Base, but Insufficient Innovation Activity

Ruse begins from a position that is both strong and challenging. According to the 2025 Regional Innovation Scoreboard, manufacturing accounts for 28.37% of employment in Bulgaria's North Central Region, compared with 17.9% nationally and 15.6% across the European Union. This confirms the importance of industry to the regional economy.

At the same time, the region's innovation performance stands at only 35.1% of the EU average, placing it 238th among EU regions. Its performance declined by 3.7 percentage points between 2023 and 2025. The identified weaknesses include innovation among SMEs, patent activity and the ability to convert new solutions into sales and employment.

At the national level, the picture is similar. In The European Innovation Scoreboard 2026. Bulgaria is classified as an "emerging innovator" with a score of 48.9% above the EU average, ranking 26th among member states. Among the weakest indicators are public support for R&D in enterprises, labor productivity, cloud technology adoption, and collaboration between innovative SMEs.

An important factual qualification is needed here. The Governance Programme lists Bulgaria's exit from the group of Moderate Innovators as an expected result. The latest edition of the European Innovation Scoreboard, however, places the country in the lower category of Emerging Innovators. This means that the distance to the stated objective is greater than the wording of the programme suggests.

The challenge for Ruse is therefore not simply to preserve its industrial profile. More companies need to move towards higher value-added products and processes, invest in research and development, and use technology to achieve measurable productivity gains.

Ruse Enters Bulgaria's National Artificial Intelligence Map

One of the measures with the most direct relevance to the region is the planned expansion of the AI Factory BRAIN++ model through regional technology parks in Plovdiv, Varna, Ruse and Burgas. These facilities are expected to be connected through a single national network by March 2030.

BRAIN++ is more than a future concept. The Bulgarian project has already been selected by the European High Performance Computing Joint Undertaking, EuroHPC. Its main infrastructure will be located at Sofia Tech Park and will comprise the next-generation Discoverer++ supercomputer, optimised for artificial intelligence workloads, and a service centre for companies, research organisations, educational institutions and public administrations. According to EuroHPC, businesses are expected to gain access not only to computing power, but also to expertise and an environment for the responsible development and deployment of AI solutions.

For Ruse, a regional technology park would be valuable if developed as a practical access point to this infrastructure. For local companies, it could provide expert advice, testing resources, data capabilities and partnerships for developing applications in manufacturing, logistics, energy and business services.

The inclusion of Ruse in the programme does not yet answer several important questions: who will manage the regional facility, what services it will provide, which companies will be able to access it and how it will connect with the University of Ruse, the industrial parks and existing business support organisations. These decisions will determine whether the initiative becomes a practical instrument or remains primarily an infrastructure project.

What the Programme Envisages for SME Modernisation

Support for small and medium-sized enterprises appears across several interconnected areas of the programme. These include:

  • financing the digitalisation of production processes, including through artificial intelligence;
  • introducing innovations and protecting industrial property rights;
  • automation, robotisation and technological renewal;
  • improved access to equity financing, mentoring, training and consultancy services;
  • support for internationalisation and integration into value chains;
  • energy and resource efficiency, renewable energy and energy storage technologies;
  • developing companies in strategic areas such as digital technologies, clean technologies, deep tech, biotechnology and defence technologies.

These intentions address a genuine structural problem. According to the latest comparable Eurostat data, only 50% of Bulgarian SMEs have reached at least a basic level of digital intensity, compared with an EU average of 73%. Connectivity infrastructure is relatively well developed, but the use of cloud services, data, automation and other advanced technologies remains limited.

The planned package of tax incentives for innovation could prove particularly significant. Legislative amendments are envisaged by June 2027 to introduce a tax credit for research and development expenditure, a patent box regime for income from intellectual property and more favourable treatment of employee stock options in start-ups and innovative companies. According to the programme, these measures should enter into force at the beginning of 2028.

For businesses, this means that preparation should not begin only when a specific funding procedure is launched. Companies can already identify the processes with the greatest automation potential, measure the expected return on investment, prioritise their project ideas and seek suitable technology and research partners.

Investment Requires More Than Available Land

In its section on the economy and investment, the Government places a strong emphasis on industrial parks. The envisaged measures include a dedicated development programme, assessment and financing of the energy capacity required by industrial sites, the preparation of investment-ready land and the construction of connecting infrastructure.

The programme also proposes a single Invest Bulgaria portal, accelerated administrative services for certified investment projects, investor aftercare and a national one-stop-shop system. If implemented consistently, these measures could reduce some of the administrative uncertainty and shorten the time needed to realise new projects.

Ruse already has a starting point. In 2024, the Ministry of Innovation and Growth announced funding of BGN 26 million for the development of the LVZ Industrial Park. The project includes technical infrastructure and a research and development center in partnership with the University of Ruse. The ministry's information shows that some of the necessary regional elements are already being built.

The question is how the individual assets will be combined into a coherent proposition for investors. The region needs more than sites and roads. It also requires reliable energy supply, capable suppliers, a skilled workforce, technology adoption services and clear information about its business capabilities. Local institutions, the university and business organisations can play an important role in bringing these elements together.

Transport Connectivity Remains Part of Economic Policy

For businesses in Ruse, infrastructure is not an abstract regional priority. It directly affects costs, delivery times and access to markets. The Governance Programme includes several specific commitments:

  • constructing the Ruse-Byala section of the strategic Ruse-Veliko Tarnovo corridor by December 2030;
  • completing the design and beginning construction of the Byala-Veliko Tarnovo section by December 2027;
  • designing and beginning the construction of new transport links across the Danube at Ruse by December 2029;
  • preparing a second bridge between Ruse and Giurgiu as part of Bulgaria's cross-border and European transport connectivity.

These projects matter not only for transit traffic. They could expand the region's labour and investment market, improve connections with Southern Bulgaria and Romania, and enhance the attractiveness of its industrial zones.

As the recurring difficulties caused by low water levels on the Danube demonstrate, business resilience depends on the availability of alternative and reliable transport solutions. Road, bridge, rail and river infrastructure should therefore be treated as an integrated logistics system rather than as separate projects.

Skills and Science-Business Cooperation Are the Critical Enablers

Technology infrastructure will not deliver sufficient economic impact without people and organisations capable of using it. The programme envisages an annual survey of employer needs, investment in lifelong learning, the development of dual education in higher education and more active participation by businesses in curriculum design.

It also provides for joint research projects involving companies, universities and research organisations, the development of technology transfer and support for the commercialisation of research results.

This is particularly important for Ruse. The region has a university with technical and engineering expertise and a substantial group of manufacturing companies, but these resources need to be connected around specific business challenges. Relevant examples include production process optimisation, predictive maintenance, energy efficiency, quality management, logistics and cybersecurity.

What Businesses Can Do Now

The Governance Programme is not an open funding call and does not guarantee that every measure will be implemented within the announced timeframe. It nevertheless indicates the directions around which legislation, financial instruments and national initiatives are likely to develop in the coming years.

Businesses can use this horizon to begin preparing:

  1. Develop a portfolio of project ideas covering digitalisation, automation, energy efficiency, research and development, and exports.
  2. Establish baseline indicators for productivity, costs, energy consumption and quality against which the results of future investments can be measured.
  3. Identify suitable partners among universities, technology centres and other companies.
  4. Review data governance, intellectual property and cybersecurity arrangements before introducing more advanced solutions.
  5. Monitor not only grant procedures, but also tax incentives, financial instruments and opportunities to participate in collaborative projects.

For the Ruse Chamber of Commerce and Industry, the programme outlines a natural intermediary role: monitoring implementation, translating policy intentions into practical information for companies, creating partnerships and representing regional needs before national institutions.

An Opportunity That Must Be Turned into Results

The Governance Programme to 2030 contains many ambitious intentions. For Ruse, the most significant point is that the city is recognised simultaneously as an industrial, technological and transport location.

Success, however, will not be measured by the number of strategies adopted or individual facilities constructed. Genuine results will be achieved if more local companies adopt technologies, develop new products, increase their productivity, enter international markets and create skilled jobs.

If the regional AI infrastructure, industrial parks, the university, transport projects and SME support measures are connected consistently, Ruse has a genuine opportunity to build on its industrial tradition and establish itself as one of Bulgaria's important innovation and investment centres.
