Toplofikatsia Ruse JSC

Toplofikatsia Ruse JSC is an energy company providing district heating and generating electricity for Bulgaria’s national power system. The history of organised electricity generation in Ruse dates back to 1917, while the company’s present structure was formed in 2000 through the merger of Ruse-East Thermal Power Plant into Toplofikatsia Ruse.

Its principal activities cover the generation and combined generation of electricity and heat and the transmission of thermal energy. Through a network of steam and hot-water mains and substations, the company supplies households, businesses and public organisations with energy for heating, domestic hot water and industrial applications.

The Ruse-East production complex has been developed in several stages since 1964. Its licensed facilities now include three high-efficiency natural-gas cogeneration units with a combined installed electrical capacity of 20.91 MW, simultaneously producing electricity and useful heat.

The approved business plan for 2025–2029 provides for further gas-fired cogeneration, the use of biomass and biogas, upgrades to the district-heating network and improvements to industrial-waste management systems. These investments aim to diversify the fuel mix, improve operational reliability and progressively reduce the company’s environmental impact.
