1. Submitting an application to the InvestBulgaria Agency (IBA):

2. Document verification and assessment of the investment project:

3. Issuing a certificate:
   Based on the assessment and proposal of the Executive Director of IBA, the Minister of Economy issues a certificate for the class of the investment or for a priority investment project.

1. Submission of an application to the mayor of the municipality:
   Investors submit an application to receive a class "B" investment certificate to the mayor of the respective municipality. The application must contain the investment project and additional documents required by the municipality.
2. Document verification and assessment of the investment project:
   The mayor of the municipality checks the documents and evaluates the investment project. In case of discrepancies or incompleteness, the investor is given a deadline for their elimination.
3. Issuing a certificate:
   The municipal council makes a decision to issue a class "B" investment certificate, based on which the mayor issues the certificate.
