Ruse Industrial Park with a focus on strategic development through registration under the Industrial Parks Act

On June 25, 2025, a key meeting between representatives of companies operating in the Industrial Park Ruse, the Ruse Municipality, and the Ruse Chamber of Commerce and Industry (RCCI) took place in Hall 1 of the Ruse Regional Administration. The event attracted the attention of the local business community, as the vision and concrete steps for the future of the industrial zone were presented in detail for the first time.

The meeting was opened by the Executive Director of RCCI Milen Dobrev, and the Mayor of Ruse Pencho Milkov and the Deputy Mayor for "International Programmes and Projects, Investments and Property" Zlatomira Stefanova joined the discussion.

Registration – a Key Tool for Development

The focus of the discussions was the upcoming registration of the Industrial Park Ruse under the Industrial Parks Act - a strategic process that will provide new opportunities for companies in the zone and for the entire region.

This registration will not only facilitate administrative procedures and access to financing, but will also enable Industrial Park Ruse to benefit from accelerated procedures for construction, expansion and implementation of innovative projects, as well as a number of additional administrative and financial reliefs.

What Does Business Registration Mean?

  • Administrative relief: The procedures for issuing building permits and other administrative services will be significantly shortened and simplified.
  • Access to targeted financing: Only registered industrial parks can apply for specialized national and European programmes for infrastructure development, introduction of green technologies and digitalization.
  • Increased attractiveness to investors: Entry into the national register gives the park a status that facilitates the attraction of new, including international, companies, especially in priority sectors such as the automotive industry, logistics, green technologies, electronics and ICT.
  • Easier coordination with the public sector: A single point of contact (one-stop shop) is being created, where all issues related to investment intentions and development are resolved in a coordinated and expeditious manner.

Management and Services – a New Approach

As a result of the registration, it is planned to create a specialized Investor Service Center, which will offer consultations on land, assistance with administrative procedures, information on financing opportunities and contacts with service providers. An important part of the new vision are also digitalization measures, the introduction of an interactive online catalog of vacant land, as well as the provision of up-to-date data on infrastructure, services and support programs.

Human Capital – Strategic Partnership

The participants in the meeting were unanimous that the availability of qualified personnel is a decisive factor for the competitiveness of the zone. In this regard, opportunities for in-depth partnership with the University of Ruse, vocational high schools and the creation of a specialized training and career center on the territory of the park were discussed.

Strategic Priorities: Modernization, Green Transformation and Digitalization

During the meeting, the main strategic directions for the development of Industrial Park Ruse were presented:

  • Modernization and expansion of transport, energy and water supply infrastructure;
  • Introducing "green" solutions - installation of solar and renewable energy systems, sustainable waste management and circular economy approaches;
  • Development of multimodal logistics and digital solutions for business process and logistics management.

Positive Response and Engagement from Business

The business community accepted the proposed direction for the development of the park with visible interest and approval. The company representatives supported the efforts for registration and highlighted the need for more structured support and a more transparent administrative environment, which will allow for more flexible investment decisions and accelerate the growth of their enterprises. During the discussion, readiness was expressed for active participation in the upcoming steps for registration and the implementation of the planned innovation and infrastructure improvements.

This process will bring new investments, a better environment for business development and will open the doors to even more ambitious projects," emphasized Milen Dobrev, Executive Director of the Ruse Chamber of Commerce and Industry.

Next Steps

The registration process will be implemented in two main stages. First, the companies operating in the zone will be informed in detail about the opportunities, specific actions and requirements related to registration. After their decision to participate, the preparation of the park's management model will begin and the role of the future professional operator will be determined.

The Municipality of Ruse and the Ruse Chamber of Commerce and Industry will assist businesses in every step, providing the necessary information, guidance and expert support. The goal is for the Ruse Industrial Park to become a modern platform for development, investment and innovation in the region.
