Milen Dobrev

Milen Dobrev

Executive director

Milen Dobrev oversees the strategic and operational management of the Ruse Chamber of Commerce and Industry, including activity planning, service development, and coordination of the team. He is responsible for managing national and international projects in the fields of regional development, economic cooperation, entrepreneurship, vocational training, and sustainable development, as well as initiatives aimed at positioning the region as an attractive investment location and supporting investors. He represents the Chamber before public institutions, partners, and the business community.

Dobrev has many years of experience in leading initiatives that support businesses and enhance regional competitiveness. He serves on councils and committees at local and regional level, contributing to the design of policies in the areas of economic development and improvement of the investment climate in the region.

Svetoslav Minchev

Membership and ICT Projects Manager

Svetoslav Minchev is responsible for the development and management of the Chamber’s membership network, including attracting new members, maintaining relationships with existing ones, and building long-term partnerships with businesses and institutions in the region. He coordinates activities related to RCCI’s digital information systems and ICT projects, and supports member companies on matters of marketing, strategic positioning, and the use of digital tools.

Minchev has more than 15 years of experience in marketing, business development, and digital transformation. He holds a Master’s degree in “Entrepreneurship and Innovation” from the Angel Kanchev University of Ruse, as well as multiple additional qualifications in digital marketing, artificial intelligence, cybersecurity, and web technologies.

Radimira Kireva

Business development expert

Radimira Kireva is responsible for the development and implementation of initiatives and projects aimed at business growth, regional cooperation, and improving the entrepreneurial and investment environment. She is involved in the preparation and implementation of activities supporting small and medium-sized enterprises, labour mobility, the creative industries, and the attraction of new investments in the region.

Kireva has been part of the RCCI team since 2005 and has extensive experience in organising and conducting surveys, business analyses, trainings, conferences, seminars, and investment forums. She holds a Bachelor’s degree in Business Administration from the Angel Kanchev University of Ruse and a Master’s degree in Business Planning from the Dimitar A. Tsenov Academy of Economics in Svishtov.

Ayri Memishev

Project manager

Ayri Memishev leads RCCI’s programmes and projects team and coordinates the entire cycle of planning, development, and implementation of international projects. He is responsible for managing partnerships, identifying suitable funding opportunities under national and international programmes and funding schemes, as well as for the development of project proposals, including the specification of resources, timelines, tasks, and expected results.

Memishev has been part of the Chamber’s team since 2018, initially as an intern and subsequently as a project expert and project manager. He holds a Bachelor’s degree in European Studies and Global Studies from the Angel Kanchev University of Ruse and has professional experience in sales, customer service, and telecommunications, acquired in leading Bulgarian and international companies.

Stela Dionisieva

Projects and Programmes Expert

Stela Dionisieva is involved in the development and implementation of the Chamber’s projects related to business development, training, and regional cooperation. She is engaged in the organisation and delivery of surveys, business analyses, and various types of events, including trainings, conferences, seminars, and investment forums.

Dionisieva has been part of the RCCI team since 2006 and has many years of experience working with business organisations, clients, and partners, as well as in the implementation of European projects. She holds a Bachelor’s degree in Marketing and Management from the University of Economics – Varna and a Master’s degree in International Cooperation and European Projects from the Angel Kanchev University of Ruse.

Irena Ivanova

Projects and Programmes Expert

Irena Ivanova works on the development and implementation of European projects, mainly under the Erasmus+ programme, with a focus on corporate social responsibility, sustainable development, entrepreneurship, the sharing economy, and Industry 4.0. She is involved in the preparation of training materials, the organisation of events, and coordination with partner organisations.

Ivanova has been part of the RCCI team since 2017, when she started her professional path in the organisation following an internship at the Chamber. She holds a Master’s degree in European Studies and Public Administration from the Angel Kanchev University of Ruse and combines solid academic preparation with practical experience in European project management.

Lora Dimitrova

Projects and Programmes Assistant

Lora Dimitrova supports the programmes and projects team in the preparation and implementation of European projects, mainly under the Erasmus+ programme. Her work includes assisting in the organisation of events, participating in surveys, maintaining communication with partners, and providing administrative support for the implementation of project activities.

Dimitrova joined RCCI at the beginning of 2023, initially as an intern and later as an assistant within the projects team. She holds a Bachelor’s degree in European Studies and Global Studies from the Angel Kanchev University of Ruse and a Cambridge English C1 Advanced certificate, and is developing her professional interests in the field of European policies and international cooperation.

Nikolay Tsolev

Communications Expert

Nikolay Tsolev is responsible for the Chamber’s communication and media activities, including maintaining its presence in traditional media and social networks, preparing news articles, press releases, and informational materials. He is involved in planning and implementing campaigns and initiatives to promote RCCI’s activities and the projects in which the organisation is engaged.

Tsolev has been part of the RCCI team since 2018 and has many years of experience as a reporter, journalist, and political analyst in Ruse and the region. He holds a Bachelor’s degree in European Studies from the Angel Kanchev University of Ruse and a Master’s degree in Political Science from Veliko Tarnovo University, with strong professional interests in the media environment, civil society, and new technologies.

Simona Angelova

Training and Events Coordinator

Simona Angelova is responsible for the organisation and coordination of the Chamber’s trainings, business forums, conferences, and other events. She maintains business correspondence with clients and partners, supports the preparation of programmes and logistics, and contributes to building and sustaining long-term relationships with the business community.

Angelova has been part of the RCCI team since 2024. Her professional experience includes working in customer service and e-commerce for leading international companies. She holds a Bachelor’s degree in Business Technology from the University of Sunderland, United Kingdom, as well as certificates attesting to a high level of English language proficiency.

Plamena Mladenova 1

Plamena Mladenova

Accountant

Plamena Mladenova is responsible for the Chamber’s day-to-day accounting operations, including bookkeeping, cash accounting, payroll processing and related social security obligations, as well as the preparation of periodic and annual financial statements. She ensures the proper documentation of financial transactions and compliance with applicable accounting standards and tax legislation, including for projects funded by the European Union and national programmes.

Mladenova has been part of the RCCI team since 2008 and has many years of experience in accounting and financial control. She participates in inventory and audit committees, supports the preparation of financial and comparative analyses, and provides expert input related to the implementation of projects and the Chamber’s ongoing activities.

Lora Hristova 1

Lora Hristova

Registration and Certification Expert

Lora Hristova is responsible for providing services related to company registration and the entry of businesses and trade representations in the Unified Trade Register of the Bulgarian Chamber of Commerce and Industry (BCCI). She carries out activities related to obtaining a GS1 company prefix (barcodes), issuing certificates of origin of goods and ATA carnets, as well as the certification of contracts, invoices, powers of attorney, and other commercial documents.

Hristova has been part of the RCCI team since 2011 and combines the expertise of the Chamber and the Bulgarian Chamber of Commerce and Industry in servicing the business community. She holds a higher education degree in economics and Master’s degrees in Financial Management and in European Studies and Regional Cooperation, as well as experience in the management and implementation of European projects.
